[Editorial] In the laborious efforts to forge a new agreement to quantify federal water rights in the Black Canyon of the Gunnison National Park, a surprising legal objection by the Colorado Attorney General's Office to stipulations that the state had agreed to in an earlier 2003 accord was unnecessary obstacle to a resolution of the entire Black Canyon federal reserved water rights issue once and for all. Fortunately, that obstacle was removed this week, in great part because of pressure from several state Reps...Water users in Colorado and a small army of other interest groups must reach agreement with federal officials over water rights in the Black Canyon or face the prospect of a federal judge establishing water rights that my give little consideration to local water users. That is a prospect about which all involved in this dispute should desire to see avoided.
