...A measure that will allow water court judges to consider environmental impacts large transfers could have on river basins is on its way to the governor's office...HB1132 allows for water judges to reject applications to remove 1,000 acre-feet or more from a river if such a transfer is environmentally harmful to the basin...It is a simple bill, but constitutes a huge step into a whole new world where water quality is considered right alongside water quantity....Until now, water quality was never a thought when dealing with water transfers, much less a second thought.
