The Colorado Water Conservation Board heard a proposal to expand stream flow protection in Badger Creek, a 30 mile-long tributary on the north side of the Arkansas River near Howard...The CWCB is the only entity allowed to hold an in-stream flow rights in Colorado, and is now looking at some areas, like Badger Creek, where in-stream rights could be expanded...The discussion brought out a wide range of viewpoints.
