January 2, 2008--Congress leaves water business unfinished (American Water Works Association)

When Congress left town for Thanksgiving, only one of the 12 annual appropriations bills had been signed into law, that for the US Department of Defense. This could mean a messy process in which all or many of the remaining bills could be rolled into one omnibus continuing resolution. The US Environmental Protection Agency and related programs are funded under the appropriations bill for the US Department of Interior and Related Agencies. The House of Representatives passed H.R. 2643, which would provide $842 million in capitalization funds for fiscal 2008 for the state drinking water revolving loan fund (DWSRF), about $5 million above last year’s level. The Senate Appropriations Committee has passed a bill, S. 1696, that would fund the DWSRF at the same level, but the full Senate has yet to take up the bill. The Senate bill also contains $1.75 million for AWWA Research Foundation.
