A proposed 19 percent increase in base water rates for Fort Morgan residents tops the agenda for Tuesday’s work session of the Fort Morgan City Council. The city’s base water rates have gone up only 54 cents since 2000 — less than seven cents a year — according to a summary of a water rate study prepared by McLaughlin Rincon for the city and outlined in a memo to the council from city Utilities Director Gary Dreessen.
