Sanitation Department Supervisor Phil Starks emphasized the big ticket: "Currently we are looking at $4.5 million for the treatment plant." The Town may be looking backwards two years at that $4.5 million figure — the Town will likely be staring at a bill far higher in 2009. At last month’s Town Board meeting, Starks himself presented the Council with some grim math: the new wastewater plant in Bayfield, similar in design to the Pagosa plant but only two-thirds the size, was going to cost at least $6 million.
