July 10, 2008--Group tackles regulation of surface water (Pueblo Chieftain)
A committee of 32 rolled up its sleeves Wednesday to tackle the problem of increased consumptive use in the Arkansas Valley from more efficient irrigation systems, particularly sprinklers. The first meeting of the committee, organized by State Engineer Dick Wolfe, left a few wondering whether the problem is big enough to worry about. From the perspective of a state legal and engineering team, rules governing consumptive use and ag efficiency are absolutely necessary to avoid continued litigation with Kansas over the Arkansas River Compact. The states are only now wrapping up more than a century of litigation in the Supreme Court over how water in the river should be shared.
