On the job less than a year, new Colorado State Engineer Dick Wolfe is preparing to follow up on a warning the San Luis Valley has heard for some time - well regulations. "We know we need to get them in place," Wolfe said during the quarterly meeting of the Rio Grande Water Conservation District on Tuesday in Alamosa. He said although he expects the rule-making process to take about a year, he wants to be in a position to act as quickly as possible following a proposed trial this October over the Valley’s first water management sub-district plan.
