Governor Arnold Schwarzenegger and U.S. Senator Dianne Feinstein are proposing a $9.3 billion water bond for California's November ballot. They say the proposal strikes a compromise between providing additional reservoirs and encouraging conservation, yet still provides billions to help the Sacramento-San Joaquin Delta.
