At a public hearing on the plan that was held in Ignacio Monday, the more than 30 residents who attended had concerns about the district's dependence on mill levy revenues from BP, particularly after Community Development Director Nancy Lauro said that the owners of 34 percent of the valued property in the proposed district had requested an exemption from being part of the district. "We're basing an awful, awful lot on BP being here for the next 20 years," Caryl Schmid said.
