The La Plata Archuleta Water District service plan is one clarification of language away from being approved by the county commissioners. All three of us think the statutory requirements have been met," said Wally White, chairman of the La Plata County commission. "If it should get past the District Court, it will go to the voters, who will have the ultimate say. Hopefully, there will be 100 percent turnout." At a public hearing on the plan that was held in Ignacio Monday, the more than 30 residents who attended had concerns about the district's dependence on mill levy revenues from BP, particularly after Community Development Director Nancy Lauro said that the owners of 34 percent of the valued property in the proposed district had requested an exemption from being part of the district. "We're basing an awful, awful lot on BP being here for the next 20 years," Caryl Schmid said.
