Father of Water Law--Delph Carpenter and the Colorado River Compact

Steve Harris, Harris Water Engineering, was kind enough to provide the following book review and comments on Delph Carpenter—father of water law and his legal work on the Colorado River Compact:

"Delph Carpenter, Silver Fox of the Rockies, is a must read for anyone interested in the history of the Colorado River Compact negotiations and the difficulty in getting the seven basin States to ratify the compact. The life and times of Delph Carpenter are portrayed as a backdrop to the Colorado water issues of the 1910's and 1920's. The development of his belief that compacts between States are a far better method to resolve water disputes than trials, is well described and provides lessons for our current water issues. The sacrifice to his health and finances that Mr. Carpenter suffered so that Colorado would have adequate water in our current era is extraordinary.”
